The badge “Honored Worker of the Cheka – GPU” of the 15th anniversary was established by order of the OGPU No. 1087 of November 23, 1932. Like the previous badge, it was awarded for “outstanding services”, but the length of service of the applicant in the organs or troops of the OGPU was to be not less than ten years. (However, this criterion was not strictly observed, and in subsequent years the badge of honor was sometimes awarded to party nominees who had recently fallen into the “organs.” For example, in 1938 V.E. Tsesarsky and I.I. Shapiro were awarded this badge. ) Of course, it was preserved, and this was stipulated in the order of the OGPU of November 23, 1932, the entire system of privileges for cavaliers of a new sign. True, over time, these privileges were gradually revoked. So, in 1933, the monthly 30-ruble wage increase was canceled, in 1935 - preferential calculation of pensions and the right to compulsory retirement through the OGPU, in 1937 - the right to wear a KGB uniform after dismissal, and then the right unobstructed access to all buildings of state security agencies. As a result, of all the privileges, only the right to store and carry weapons and the right to living space in departmental houses remained after dismissal from the NKVD.
The sign of the XV anniversary was assigned by orders according to the OGPU-NKVD and was awarded until 1940. In total, a little more than 3000 characters were awarded. Each of them relied on a letter of honor, which included the name of the awarded, the date and number of the award order, the number of the mark itself. All this was sealed by the signature of the chairman of the OGPU (People's Commissar of Internal Affairs). The number engraved on the reverse of the sign should correspond to that indicated in the letter.
